Guam Drivers License Requirements

The Department of Revenue and Taxation no longer is requiring a long list of documents for residents getting a driver’s license.

Since May the department asked residents applying for driver’s licenses for original documents including their birth certificate, Social Security card and mayor’s verification to meet REAL ID compliance. The requirements translated into long waits in line because it took longer to process applications.

But Rev and Tax still isn't fully compliant and residents who stood in line for hours with the extra documentation weren’t given REAL compliant licenses. Director John Camacho said residents now don't need to bring the documents that are required for REAL ID compliance.

Drivers license applicants currently must present a photo ID. For details, see instructions on the Guam drivers license application form. Acceptable IDs are:

  • Guam ID
  • State ID
  • U.S. military ID (active, retiree or dependent)
  • U.S. or foreign passport
  • Naturalization certificate
  • Permanent resident card
  • Firearms ID
  • Marriage certificate
  • Final divorce decree (name must be stipulated)
  • Adoption decree
  • Court-ordered name change

About REAL ID

Passed by Congress in 2005, the REAL ID Act established minimum security standards for state-issued driver’s licenses and identification cards. It also prohibits federal agencies from accepting for official purposes licenses and identification cards from states that don't meet these standards.

Those people who have applied for REAL IDs already won’t have to go through the process again once the department becomes compliant, he said. The only people who will need to do the process again are those with a status change, such as those who got married or divorced.

Camacho said even when the department becomes REAL ID compliant, residents can opt out of getting a REAL ID. However, Camacho said the department highly encourages residents to be REAL ID compliant because some federal buildings won’t allow entrance without one. REAL ID licenses can also be used for interstate travel.

'It's advantageous to get one, but it's not mandatory,' he said.

He said in the future there will be two lines for driver's licenses at Rev and Tax — for those residents who opt out of the REAL ID and for those getting REAL ID.

Satellite location

Rev and Tax is planning on opening a satellite location strictly for driver's licenses at the Agana Shopping Center by Dec. 1 to help ease some of the wait times at the main office in Barrigada. It will be on the second floor of the shopping center and will be open from 8 a.m. to 4 p.m. The cashier there will only accept transactions for driver's licenses, he said.

The plan is to have the satellite location open for about a year. The agency also is looking at hiring an additional 11 employees to process licenses as a long-term solution to the wait times. The people hired temporarily for the satellite location will have the option to apply for full time positions, Rev and Tax officials have said.

Camacho said the agency is exploring other options to make the process better, including issuing numbers so people don’t have to stand in line; they can wait until their number is called. The department also will set up an area for people who make appointments online.

Another possibility is to have a wait time updated frequently for the two sites online so people know how long they can expect to stand in line, he said.

Camacho said the Agana location will be good for residents who live in the south or closer to the area because they won’t need to go all the way up to Barrigada.

Beginning May 1, the Department of Revenue and Taxation will implement more stringent requirements for new driver’s licenses and those who renew their licenses.

Guam Driver's License Renewal Requirements

In compliance with the REAL ID Act — the federal government’s initiative to standardize driver’s licenses nationwide — Rev and Tax will require applicants who are renewing their license to have the following:

  • mayor’s verification;
  • original Social Security card, or W2 or 1099 tax form from each of the last five years; and
  • original birth certificate, or passport.

“By meeting REAL ID requirements, Guam licenses will be an accepted form of identification for the federal government and travel within the U.S.,” Oyaol Ngirairikl, Adelup’s communications director, said in a press release.

Ngirairikl said current driver’s licenses will be valid until expiration.

Since last summer, Rev and Tax has worked to upgrade Guam’s driver’s licenses and identification cards to comply with the REAL ID Act, which Congress passed in 2005 at the recommendation of the 9/11 Commission.

The upgraded identification cards and driver’s licenses were to be embedded with certain security features, making them safe from forgery. Rev and Tax was to also upgrade its fraud prevention, tracking and data verification when processing Guam driver’s licenses and identification cards.
