Installing and configuring Twisted on Windows has gotten easier over the years. Here is how to do it in 2015, using the latest packaging tools. Twisted runs well on Windows, in my experience. I moved some Twisted applications from Linux to Windows for a client, and they have been running happily for months now without issue. Mar 25, 2015 Twisted itself does not depend on pyodbc, so there is no need to install it if your application doesn’t use it. As of March 2015, pyodbc is not available in wheel format from PyPI. Download the Windows installer. Make sure to get the installer that. Installing twisted on python 3.5 and virtualenv using pip. In the command line in windows, it starts installing packages until the flowing line comes up. Pip then crashed soon after, saying it has failed the installation.

I was looking for a solution to this (I use Python 3.6.1). Found this page:
It contains the windows binaries for a large number of python packages. For python 3.5 use the version with 'cp35' in the filename, and choose win32/amd64 based on your installation. You can install the .whl file easily using pip:
Install Twisted Windows 2
This solved the problem for me.
I encountered the same error too and in my case, the problem seemed to be that I did not have the Python workflow enabled in Microsoft Visual Studio 2017. To enable that, launch the Visual Studio Launcher > Modify > tick the workflows you want to use (i.e. Python). This rectified it for me.

Use this link. http://www.lfd.uci.edu/~gohlke/pythonlibs/#twisted.
Its a repository for unofficial modules, but works every time for me. Use win32 version.

As Rod Hyde commented, only the 64 bit version of python is officialy supported by Twisted.
Edit to answer anatoly : Under the Windows Download section of Twisted, it is written 'Twisted 16.0.0 for Python 2.7 64 bits'
The Windows XP that was building 32-bit Twisted wheels was decommissioned, so no builds are being built. People propose to install 32-bit toolchain on 64-bit Windows builder, so they might get back soon.

anatoly techtonikanatoly techtonikI had the same problem too but I solved it as follow:Open the Anaconda Prompt as administrator (For Windows10
: open cortana
/write Anaconda Prompt
/choose Run as Administrator
)
Install Twisted Windows 8 1
You should go to the path of Anaconda, for me was like:
Then you should run the following command
At some point it asks
type y
. Now twisted
is installed.
